Replaces the ordered fallback-face list for one Unicode script group

Usage notes
- Empty names and case-insensitive duplicates are removed
- Script-specific faces are tried before the
hfsCommonchain - Resolution rejects silent GDI substitution to a different face
- A face can be listed by any family name it carries, so
'SimSun'works on a Chinese system where Windows reports the face by its Chinese name
