Finds the first configured face that contains a requested Unicode scalar

Return value
Returns true when the primary face or a configured fallback contains the scalar
Usage notes
- The matching script chain is checked before
hfsCommon - Silent operating-system substitution does not count as coverage by the requested face
- False leaves callers able to record or replace the unresolved scalar explicitly
- The original overload checks regular faces; the explicit-style overload includes the requested face style in the bounded coverage cache
- Use an installed font family name such as
Arial; PDF font names and resource keys are not system font family names
