GetSkiaRenderCapabilities function

GetSkiaRenderCapabilities loads the selected PDFium module where necessary and resolves the optional Skia exports present in that exact build

PageRender is True when FPDF_RenderPageSkia is exported, which enables the native Skia page-drawing path used by TPdf.RenderPageSkia and TPdf.RenderPageSkiaByIndex

FormOverlay is True when the separate FPDF_FFLDrawSkia export is available, so the form overlay can be painted after page content on the same Skia canvas

PageSceneCache mirrors PageRender and indicates that RenderPageSkiaByIndex can reuse the bounded parsed-page cache owned by TPdf rather than re-parsing the page

• The Skia exports are optional, and their absence never prevents normal PDFium loading, bitmap rendering, editing, or saving
• The caller owns the native SkCanvas passed to the Skia render methods, whilst the capability record only reports export availability
