Starts a new measurement interval without discarding retained font decoders

Declaration

procedure ResetLoadedFontDecoderCacheStatistics;

Resets hits, misses, parses, evictions, and invalidations to zero
Preserves cache entries, their recency order, current bytes, and configured budget
A later request for an already retained font can therefore be the first hit in the new interval
