Reports whether newly created form fields receive appearance streams under the current output settings

Return value
True when AutoFormAppearances is enabled or the output version is PDF 2.0, otherwise False
Usage notes
- PDF 2.0 requires an appearance stream for every widget (ISO 32000-2 Table 166) and deprecates /NeedAppearances, so the version alone turns appearance generation on
- The AcroForm writer uses this decision to emit /NeedAppearances only when appearance streams are not generated, and skips it entirely for PDF/A output
- Use it to mirror HotPDF's behavior when building fields through the low-level loaded-document helpers
