Start with THPDFFDFOptions.Default and reduce individual limits for the caller's workload

All numeric limits must be positive; increasing one limit does not bypass the other limits or the bounded operation accounting
Working-storage admission is conservative and may include cumulative scratch reservations; it is not a measurement of the process heap
Native document imports require a shared cancellation token when both the loaded document and these options specify one
Keep the token alive for the entire operation; cancellation and budget failures preserve the document transaction and destination publication guarantees
