HPDFFDFAnnotations unit

Defines the bounded binary FDF object model used by native annotation import and export

• THPDFFDFOptions supplies independent resource limits and a cancellation token
• THPDFFDFAnnotationGraph decodes, validates, builds and encodes graph-owned values
• THPDFFDFValue exposes borrowed child values, exact scalar tokens, object identity and stream bytes
• EHPDFFDFAnnotationError reports malformed or inadmissible graph data, and EHPDFFDFLimitError identifies a resource-limit failure

The unit processes data only; it does not execute actions, open referenced files, change a PDF or render an appearance
