THotPDF.AcquireFontDecoderForDict Method
Private helper of THotPDF that builds or reuses the text decoder of a font dictionary which is not among a page's font resources, for instance a font belonging to a Form XObject

Usage notes
- Decoders live in the loaded-font decoder cache, so a font shared by several forms is decoded only once
