Value	Purpose
`covpBeginStream`	Delivered once before the first operator, with the span covering the whole of the source stream
`covpOperator`	Delivered for every operation node in stream order, with its operands, indexes and byte spans
`covpEndStream`	Delivered once after the last operator has been handled

Read THPDFContentOperatorEventData.Phase first in the callback; only covpOperator events carry a meaningful operator name and operand view
Use covpBeginStream to set up per-walk state and covpEndStream to flush or summarise it
An action assigned on a covpOperator event controls that operator; the bracketing phases are there for observation only
