傳回作用中編輯方向性選取的移動游標端之 0-based UTF-16 索引

游標隨 Shift 導覽、視覺游標移動、復原與重做而動，錨點保持固定，選取方向因此得以保留

選取取代被接受後，游標收合到插入取代文字的結尾

值

傳回 EditValue 內的 UTF-16 插入點位置，沒有作用中的編輯時則為零
