Action that rotates the view a quarter turn anticlockwise

The constructor presets Caption to Rotate Anticlockwise and Hint to Rotate view 90 degrees anticlockwise; executing calls RotateAntiClockwise90 on the assigned viewer, which advances ViewRotation by 90 degrees
