Creates an optional-content group and applies its initial view and print states

| Visible | Initial view state, where 1 is visible and 0 is hidden |
| Printable | Initial print state, where 1 is printable and 0 is not printable |
Return values
Returns the optional-content group handle, or 0 if the group cannot be created
Remarks
This wrapper combines group creation with the common visibility and print-state setup
