Returns a direct-access character baseline angle in raw page coordinates

An angle from 0 inclusive to 2π exclusive, or -1 for an invalid handle or index
Remarks
The handle must come from DAExtractPageTextBlocks
The angle is derived in constant time from the retained baseline vector
