Description
Squeezes output bytes from a finalised SHAKE context, permuting across rate windows as needed
A context that is still absorbing is finalised implicitly first, so a single call on a fresh context yields output straight away

Remarks
Squeezing is repeatable: successive calls carry on the output stream, which is the defining XOF property the fixed-length SHAKE256 helpers cannot offer
