Description
Initialises a streaming SHAKE extendable-output context over the Keccak permutation
The context is zeroed and configured with the raw-codec padding: Shake128 selects the 168-byte rate, otherwise SHAKE256 with the 136-byte rate; both apply the $1F domain suffix

Remarks
