Runs the in-memory PDF/E-1 save gate and returns its first diagnostic message

An empty string when the current document is ready to save as PDF/E-1 or PDF/E mode is inactive, otherwise the first conformance failure

The same validation runs automatically before SaveToFile, SaveToString and SaveToStream; a rejected save sets LastErrorCode 609Use
