Validates flattened TPdfStructureElement data for PDF/UA structure issues without loading pdfium.dll

Description

ValidatePdfUaStructureElements checks TPdfStructureElement arrays for PDF/UA issues that can be detected from structure-tree data alone

For puc1 it applies the established PDF/UA-1 headings, tables, lists, forms, language, alternative text, notes, and role rules

For puc2 it additionally validates ISO/TS 32005 namespaces and containment, bounded rectangular table grids, annotation and Widget semantics, Formula and MathML associations, associated files, Document roots, FENote, list cardinality, TOCI references, Title, and Caption cardinality

Remarks

TPdf.ValidatePdfUa uses the same checks after collecting tagged structure from the document
The focused ValidatePdfUa2* functions can run individual PDF/UA-2 rule families on the same data model
