OnDragOver event

OnDragOver publishes the standard VCL/LCL event on TPdfView. The Syntax section matches Lib\PDFium.pas; declarations without an explicit event type inherit their type from the base control

Use this event when the host application needs to react to viewer interaction. For PDF-specific link navigation, prefer OnAnnotationLinkClick and OnWebLinkClick

• Assign the handler in the Object Inspector or at run time
• Keep handlers brief; queue longer work outside the UI input path
• Platform availability follows the target VCL/LCL framework and widget set
