區域座標選取來源像素，目標尺寸則決定解碼後的輸出大小

傳回值

傳回具參照計數的已解碼點陣圖 handle；邊界無效或影像不受支援時傳回 nil

效能

區域幾何與目標解析度是快取鍵的一部分，暖快取命中時完全不需要複製已解碼點陣圖
