嘗試計數器區分 push 與 pull 模式，位元組計數器彙總觀察到的輸入與產出的隔離輸出，最後兩個欄位保留最近一次結果的背景資訊
傳回值
GetCustomStreamFilterStatistics 只在登錄為空且重設後沒有任何嘗試記錄時回傳 False
使用說明
- 取消與 seek 失敗也會計入
FailureCount RegisteredFilterCount在請求統計時取樣ResetCustomStreamFilterStatistics清除計數器與最近的診斷資訊，但不更動登錄內容
