Normalizes bottom-up VCL scanlines into top-to-bottom packed page data
校验、跨页训练、共享 globals、重复项复用和遥测数据都委托给 AddJBIG2ImageBatch 处理
只要有任何一个输入位图无效，整个操作就会失败

返回值

只有当所有位图都已编码并注册时才返回 True
