Draws a fitting layout element or a verified split head and returns an owned continuation fragment

Returns True when a complete element or verified placed fragment was drawn

A split must provide both a placed element and an overflow element
The placed fragment is measured again and must fit before Draw is called
The returned THPDFLayoutOverflow owns its continuation until DetachElement is called
