True を返すのは、組み込みのポリシーに合格し、すべてのプラグインが正常に実行され、失敗を示す ppsError の検出結果を返したプラグインがない場合に限られます

失敗した informational / warning の finding は、bundle を失敗させることなく XMLReport に表示されたまま残ります
