Behavior

Supplies a resolved locale record to general event execution and returns False when the requested locale is unavailable

The runtime uses its document localeSet and system fallback; lower-level callers can provide their own Unicode locale definitions

The provider must be a deterministic read-only lookup and must not execute an external effect

An empty Name requests the current user locale; computed named requests normalize underscores to hyphens and ASCII letters to lowercase

The event engine records returned metadata in the successful session journal, so restoring a committed session does not query the provider again; a later event can obtain updated metadata

The ambient locale is resolved at event start; named lookup suspension invokes the provider with the host floating-point exception mask restored
