Stores the current or default property attributes for an xebdProperty binding; an empty array supplies no explicit attributes

Use one record per attribute name; native runtime bindings keep names unique and merge form overrides by the same case-sensitive name

The event host serializes names and values as escaped strings, preserves UTF-8 text and includes both arrays in its context byte budget
