Verifies one loaded CMS signature with a caller-selected provider and modern algorithm options

Options.SignatureProvider overrides the default platform provider and Options.OpenSSLLibraryPath selects an OpenSSL 3 library for Ed25519 or Ed448 verification

Options.AllowMLDSA is additionally constrained by LoadedDocumentDeclaresMLDSAExtension and cannot enable ML-DSA for an undeclared loaded document

Inconsistent CMS algorithm identifiers return svDigestAlgorithmMismatch before source hashing or provider dispatch, with the exact cause in Info.DigestConsistencyIssue and the signer digest OID in Info.DigestAlgorithmOID
