Pre-encodes a bilevel page set and registers ordered JBIG2 image XObjects with shared global data

Behavior

Requires an active output page and PDF 1.4 or later
Encodes the complete batch before changing the document object graph
Registers one indirect /JBIG2Globals stream used by every returned image XObject
Returns image indexes in input order and reuses the same index for exact duplicate encoded images
Rejects PDF/A output profiles because those profiles do not permit JBIG2 image compression

Return value

Returns True only when the whole batch is encoded and registered
