THotPDF.AcquireFontDecoderForDict Method
Private helper of THotPDF that builds or reuses the text decoder of a font dictionary that is not in a page's font resources, such as a font of a Form XObject

Usage notes
- Decoders are kept in the loaded-font decoder cache, so a font that several forms share is decoded once
