Selects what happens when a pluggable page render backend fails to render a page

Value	Meaning
`rbfpSoftwareFallback`	Record the failed attempt and fall back to the built-in software renderer
`rbfpFail`	Raise `EHPDFRenderBackend` naming the failed backend and the failure reason

Assign through the RenderBackendFallbackPolicy property of THotPDF; rbfpSoftwareFallback is the default
Attempts, fallbacks and failures are counted in the render backend statistics together with the last backend name and failure reason
