Upper bound on the number of external resources one HTML5 import run may load

The unit is HPDFHTMLImport; the default is 64 resources counting style sheets, images, and fonts together

Requests beyond the bound are rejected and counted by ResourceRejectCount in Statistics

Byte-size budgets are governed separately by MaxResourceBytes and MaxTotalResourceBytes
