Upper bound on the number of diagnostics retained by one import run

The unit is HPDFHTMLImport; the default is 256 entries

Once the Diagnostics list reaches the bound, further findings still increment the DiagnosticCount statistic and still fire OnDiagnostic, but are no longer stored

A value of zero disables retention while keeping the event and counter
