The counters pair with the importer budgets so consumed work can be compared against MaxDOMNodes, MaxCSSRules, MaxLayoutOperations, and the resource limits

ResourceRequestCount counts every reference, ResourceLoadCount the accepted ones, and ResourceRejectCount those refused by count or byte budgets
