Progressive JPEG 2000 Decoding

THPDFJpeg2000Decoder.LoadProgressiveFromByteArray decodes a codestream at a caller-selected resolution level and quality-layer limit

Resolution refinement

ReduceFactor values from zero through 32 select progressively smaller inverse wavelet outputs, where zero is the full source resolution

The decoder applies the reduction before component raster allocation, so previews remain subject to MaxOutputBytes without allocating the final image first

Quality refinement

QualityLayers limits packet decoding to the first 1 through 100 quality layers, while zero decodes every available layer

QualityLayerLimit reports the limit used by the last successful decode

Encoding progressive sources

TJpeg2000Bitmap.QualityLayers writes 1 through 100 quality layers and ProgressionOrder selects LRCP, RLCP, RPCL, PCRL, or CPRL packet order

Every supported order converges to the same final pixels when the decoder consumes all layers at full resolution
