Loads the accepted locale from native Windows locale data or Linux ICU data and returns False for an invalid locale identifier

An empty name selects the current user locale; en_US and en-US spellings are normalized for system lookup

The returned record preserves Unicode names and symbols and converts system date/time patterns to XFA symbols

Date and time patterns depend on installed native locale data and settings; explicit localeSet patterns can override them

The Linux backend requires matching libicuuc and libicui18n runtime libraries; it rejects truncated BCP47 identifiers and unknown ICU language data

A missing or incompatible ICU backend raises EHPDFXFAError with a native loader diagnostic
