The bounded XFDF writer and native annotation snapshot raise this exception when a byte, annotation, traversal or working-storage limit prevents completing an operation

Returned export bytes are assigned only after the complete XML is generated; an exception does not return a partial XFDF document

Native annotation imports can also report document capacity errors through EHPDFHeadlessDocumentError, and cancellation uses the cancellation token's normal exception

For the versioned Linux C ABI, XFDF capacity failures map to HPDF_STATUS_BUDGET_EXCEEDED
