Behaviour

Only rrdApproved findings are staged whilst pending and rejected findings remain unchanged

Every approved finding requires a unique FindingID, a non-empty bounded ReviewerID and finite page-contained geometry

All approved findings are validated before one graph transaction creates their /Redact annotations and records finding and reviewer metadata

Any validation or commit failure leaves the loaded document unchanged

This method never invokes ApplyLoadedRedactions and therefore never strips or burns in page content
