Draws a fitting layout element or a verified split head and returns an owned continuation fragment

Parameters
| Name | Purpose |

Element | Caller-owned element to place or split |
Bounds | Available position and dimensions on the active page |
Overflow | Receives an owned continuation when the element splits, otherwise nil |
Return value
Returns True when a complete element or verified placed fragment was drawn
Usage notes
- A split must provide both a placed element and an overflow element
- The placed fragment is measured afresh and must fit before Draw is called
- The returned THPDFLayoutOverflow owns its continuation until DetachElement is called
