Promotes a trailer-inline /Encrypt dictionary into a proper indirect object within the loaded object graph

Some producers write the /Encrypt dictionary straight into the trailer rather than as an indirect object; rewrite paths need it as a real object, so this method parses the captured dictionary text, allocates the next object number and registers it in the loaded graph
The method does nothing when the document is not encrypted, no direct dictionary text was captured, an indirect /Encrypt object already exists, or the loaded object graph is unavailable
Should the captured text fail to parse as a simple dictionary, the document is marked unencrypted rather than written with a broken /Encrypt entry
