Decodes or reuses a complete loaded image and returns its immutable shared handle from the cache

AImageStream is a loaded image stream owned by the current document
Return value
Returns a reference-counted decoded bitmap handle or nil when the stream cannot be decoded
Performance
Warm cache hits acquire only an interface reference and do not copy decoded pixel storage
