THPDFViewer Standard Zoom Levels

Moves Viewer zoom commands through stable standard levels instead of accumulating arithmetic error

Behaviour

• An arbitrary custom value moves to the nearest strictly higher or lower standard level
• The minimum and maximum levels remain unchanged when no further level exists
• Keyboard, mouse-wheel, Viewer methods, and action components share the same level selection
• Changing levels selects vzmCustom except when a standard fit mode is assigned directly
