Validation checks encoding-record bounds, subtable lengths, ordered segments or groups, bounded glyph-array references, scalar limits and format 12 glyph extents

Symbol and MacRoman subtables do not satisfy this strict Unicode contract; existing HasCmap retains its broader legacy behaviour
