Selects what takes place when a pluggable page render backend fails to render a page

Value	Meaning
`rbfpSoftwareFallback`	Record the failed attempt and fall back on the built-in software renderer
`rbfpFail`	Raise `EHPDFRenderBackend`, naming the failed backend and the reason for the failure

Assign through the RenderBackendFallbackPolicy property of THotPDF; rbfpSoftwareFallback is the default setting
Attempts, fallbacks and failures are counted in the render backend statistics together with the most recent backend name and failure reason
