Reports the outcome of decoding a single scan of a progressive image

Value	Meaning
`pidsScanReady`	The scan decoded successfully and further scans remain
`pidsCompleted`	The final scan decoded; the bitmap is now complete
`pidsCancelled`	Decoding was cancelled before the image finished
`pidsFailed`	Decoding failed; the decoder's `GetErrorMessage` gives the reason

Handed back by IHPDFProgressiveImageDecoder.DecodeNextScan for each decoded scan
pidsCancelled and pidsFailed push the owning progressive render into its cancelled state
The renderer repaints the partial bitmap after every scan so that callers can show a progressively refined image
