Describes one portfolio folder: its path, display name, description and direct child folder count

Field	Purpose
`Path`	Folder path exactly as requested, matching the `/Path` entry in the collection folder dictionary
`DisplayName`	Value of the folder `/Name` entry as shown by portfolio-aware viewers
`Description`	Value of the folder `/Desc` entry, empty where the folder was created without one
`ChildCount`	Number of folders whose `/ParentPath` matches this folder's path

Fill it with GetPortfolioFolderInfo, which returns false and leaves a defaulted record where the path does not exist
ChildCount counts immediate subfolders only; walk each child path in turn to enumerate a whole subtree
Create folders with AddPortfolioFolder, which requires the parent folder to exist when paths are nested
