Classifies the external resource that an HTML import pass requests

Value	Meaning
`hrkStyleSheet`	A CSS stylesheet the imported document references
`hrkImage`	An image resource
`hrkFont`	A font resource

Delivered with each OnResource callback so the host can supply bytes from memory or custom storage and set Handled so as to bypass the default loader
When no handler supplies the data, the importer loads stylesheets and images through the same resource path
