Controls whether unsupported CSS becomes an error instead of a recorded diagnostic

The unit is HPDFHTMLImport; the default is false, so unsupported properties, values, selectors and at-rules are collected by Diagnostics whilst the import continues

When true, any unsupported CSS finding raises EHPDFHTMLUnsupportedCSS during RenderHTML5

The exception message combines the subject with the diagnostic message
