Upper bound on the number of diagnostics retained by a single import run

The unit is HPDFHTMLImport; the default is 256 entries

Once the Diagnostics list reaches the bound, further findings still increment the DiagnosticCount statistic and still fire OnDiagnostic, but cease to be stored

A value of zero disables retention whilst keeping the event and counter
