The unit is HPDFHTMLImport; the record is exposed through the importer's Statistics property and resets at the start of each RenderHTML5 call

The counters pair with the importer budgets so that consumed work can be compared against MaxDOMNodes, MaxCSSRules, MaxLayoutOperations and the resource limits

ResourceRequestCount counts every reference, ResourceLoadCount the accepted ones, and ResourceRejectCount those refused by the count or byte budgets
