HPDFHeadlessDecodeXRefRows(Dictionary, DecodedBytes, MaxObjects, CancellationToken) in HPDFHeadlessXRef returns THPDFHeadlessXRefRows from a direct Type=XRef dictionary and already decoded stream bytes

The caller performs filter and predictor decoding; a positive MaxObjects bounds Size and subsection ranges, and the optional caller-owned cancellation token defaults to nil

Widths, payload length, subsection overlap, generations and unsigned Int64 overflow are validated; errors raise EHPDFHeadlessXRefError, and the dictionaries remain owned by the caller
