THotPDF.GetLoadedStreamFilterStatistics Method

Reports bounded document-wide stream-filter usage and can optionally decode each stream to collect stage and output byte counts

`DecodeStreams`	When True, runs each supported decode pipeline to collect output and stage byte counts
`AInfo`	Receives document-wide and per-filter-family statistics

Returns True when at least one loaded stream was scanned

DecodeStreams=False scans dictionaries and encoded lengths without materialising lazy streams
DecodeStreams=True uses the configured per-stream decode budget for each pipeline
Per-family byte totals attribute complete pipelines to each participating family and are not additive across families
